The International Development Research Centre (IDRC) and its funding partners invite proposals to establish and operationalize a Capacity Strengthening Hub under the Science Granting Councils Initiative (SGCI) in sub-Saharan Africa. The Hub will serve as a continental coordination and knowledge platform to enhance research and innovation management systems among participating Science Granting Councils (SGCs).
Eligible applicants must be legally registered organizations or consortia based in sub-Saharan Africa with demonstrated expertise in research and innovation management, experience with public STI institutions (particularly SGCs), strong capacity in MEL systems and digital learning platforms, knowledge of gender equality and inclusion in research systems, and the ability to operate in English and French (Portuguese is an asset).
The funding envelope is up to CAD 500,000 over approximately 2.5 years. The Hub will coordinate capacity strengthening efforts, maintain a digital learning platform, facilitate knowledge exchange, monitor institutional development, and promote demand-driven support. Expected Start Date: July 1, 2026.
Applications must be submitted electronically through Survey Monkey Apply. Proposals must include an abstract, background and justification, coordination methodology, knowledge management plan, MEL framework, operational support strategy, ethics and safeguarding considerations, risk mitigation plan, team capacities, and budget justification. Additional documentation includes the IDRC budget template, legal registration, CVs of key personnel, and institutional financial documentation upon selection.
Application Deadline: April 30, 2026. Applicants will be notified by May 25, 2026, and final agreements are expected by June 30, 2026.
