    Job Summary

    Seeking experienced civil society advocacy experts to facilitate the development of Africa-wide regional advocacy strategies, power mapping, and a continental vision aligned with Forus’ Strategy 2026–2030.

    The consultancy involves a two-phase, member-led process across five African sub-regions: West, Central, East, Southern, and North Africa.

    The role requires remote engagement, bilingual facilitation (French and English), and strong expertise in civil society, governance, and regional dynamics.

    Position Overview

    Background and Rationale

    Forus, a global network of over 24,000 civil society organizations, aims to strengthen civil society influence and capacity across Africa.

    The consultant will support members in co-creating practical advocacy strategies that reflect regional realities, identify shared priorities, and foster inter-regional collaboration, ultimately contributing to a continent-wide advocacy framework.

    Purpose of the Consultancy

    To facilitate a participatory, member-led process that results in actionable sub-regional advocacy strategies and a continental vision, grounded in Africa’s diverse political, civic, and development contexts.

    The consultancy will help translate Forus’ global strategy into practical, region-specific advocacy roadmaps and an overarching continental framework.

    Key Responsibilities

    Scope of Work

    • Conduct an inception phase: planning, methodology confirmation, risk mitigation
    • Desk review: analyze relevant documents, policy processes, and civil society monitoring sources
    • Engage members across all five sub-regions through bilingual consultations, interviews, and focus groups

    • Map key actors, decision-makers, advocacy spaces, and influence windows at sub-regional and continental levels
    • Develop five sub-regional advocacy strategies with action plans
    • Synthesize cross-regional themes for a continental advocacy vision

    • Validate strategies with members and stakeholders
    • Finalize and deliver comprehensive advocacy strategies, power maps, and recommendations for next steps

    Methodology and Approach

    • Use participatory, bilingual (French and English) methods tailored to diverse contexts
    • Ensure practical, accessible strategies that members can implement
    • Prioritize confidentiality, do-no-harm principles, and inclusive engagement
    • Design strategies to support engagement by national platforms, regional coalitions, and continental institutions

    Qualifications and Experience

    • Proven expertise in civil society advocacy, civic space, and governance in Africa
    • Deep understanding of African regional bodies (AU, ECOWAS, EAC, SADC, AfDB, etc.)
    • Extensive experience facilitating member-led, participatory processes across diverse contexts

    • Bilingual proficiency in French and English (verbal and written); additional languages are an asset
    • Strong background in strategy development, power mapping, and civil society networks
    • Knowledge of development finance, Agenda 2030, EU–Africa relations, and resource mobilization
    • Preference for African-led or Africa-based consultants with regional experience

    Location, Duration & Budget

    • Location: Remote, flexible
    • Duration: July 2026 – March 2027 (approximately 30–50 days)
    • Budget: €20,000 (all taxes included)
