    The Independent Communications Authority of South Africa (ICASA) is inviting applications for thirty-six (36) Election Monitoring Compliance Officer positions based at its Head Office in Centurion.

    The appointments are on a six-month contract basis and are aimed at supporting the monitoring and evaluation of broadcasting coverage during the 2026 Local Government Elections.

    The successful candidates will assist in ensuring that Broadcasting Service Licensees comply with the provisions of Sections 56, 57, 58 and 59 of the Electronic Communications Act No. 36 of 2005 and the applicable election broadcasting regulations.

    Purpose of the Position

    The Election Monitoring Compliance Officers will be responsible for monitoring and evaluating the coverage of the 2026 Local Elections by Broadcasting Service Licensees and ensuring adherence to the relevant legislative and regulatory framework governing election broadcasts and political advertisements.

    Key Responsibilities

    The successful candidates will report to the Manager: Broadcasting Compliance and will be responsible for:

    • Monitoring compliance with the Electronic Communications Act and the Municipal Political Elections Broadcasts and Political Advertisements Amendment Regulations, 2026.
    • Monitoring election-related broadcasts by Broadcasting Service Licensees.
    • Capturing and analysing data relating to issues covered during the election period.

    • Identifying and reporting instances of non-compliance.
    • Compiling compliance reports and submitting findings as required.
    • Supporting broadcasting compliance activities during the election monitoring period.

    Minimum Qualifications and Experience

    Applicants must possess:

    A Diploma (NQF Level 6/7) or Bachelor’s Degree (NQF Level 7/8) in:

    • Law
    • Media Studies
    • Journalism
    • Humanities
    • Commerce
    • Or a related qualification.

    At least one (1) year of related working experience in areas such as:

    • Administration
    • Communications
    • Compliance
    • Law
    • Information and Communication Technology (ICT)
    • Media

    Computer literacy, including proficiency in:

    • Microsoft Word
    • Microsoft Excel
    • Microsoft PowerPoint
    • Other relevant computer applications.

    Added Advantages

    Preference may be given to candidates with:

    • Prior experience in elections or broadcasting monitoring.
    • Experience within the ICT sector.
    • Proficiency in at least two (2) official South African languages.
