    Position Overview

    The Health Promotion and Community Engagement (HPCE) Supervisor plays a key role in strengthening community participation and ensuring effective communication between MSF teams and affected populations.

    Working under the HPCE Manager, the Supervisor is responsible for implementing HPCE strategies, supervising field teams, and ensuring that communities are actively engaged in prevention, response, and recovery efforts. The role is part of the Nigeria Emergency Response Unit (NERU) and requires flexibility for rapid deployment across multiple states.

    Key Responsibilities

    1. Strategy Implementation

    • Support the design, adaptation, and execution of HPCE strategies and workplans
    • Ensure timely and effective implementation of community engagement activities

    2. Community Engagement & Mobilization

    • Facilitate community participation through consultations and dialogue
    • Plan and supervise outreach activities in communities and health facilities

    3. IEC Material Development

    • Support the creation, testing, translation, and distribution of culturally appropriate health education materials

    4. Capacity Building & Training

    • Conduct health awareness sessions for staff and communities
    • Identify training needs and provide coaching to HPCE teams and community stakeholders

    5. Community Mapping & Assessments

    • Lead mapping exercises and stakeholder identification
    • Organize community meetings to understand local dynamics and needs

    6. Surveillance & Feedback Mechanisms

    • Support case finding, referrals, and community-based surveillance systems
    • Collect and analyze community feedback, rumors, and perceptions

    7. Data Management & Reporting

    • Analyze monitoring data to improve interventions
    • Contribute to situation reports (SitReps) and monthly program reports

    8. Team Management

    • Supervise community mobilizers and health educators
    • Manage team schedules, performance, and on-the-job training

    9. Coordination & Representation

    • Work closely with MSF medical teams and rapid response units
    • Liaise with Ministry of Health and other partners

    10. Security & Context Awareness

    • Monitor community perceptions and support operational security assessments
    • Provide insights into local socio-cultural and political dynamics

    Emergency Intervention Areas

    • Cholera and waterborne disease outbreaks
    • Vaccine-preventable diseases (measles, meningitis, diphtheria)
    • Viral hemorrhagic fevers (Lassa fever, dengue)
    • Malnutrition crises
    • Conflict and displacement emergencies
    • Sexual and Gender-Based Violence (SGBV) response
    • Mass casualty and emergency preparedness

    Requirements

    Education:

    • Bachelor’s degree in Public Health, Health Promotion, Social Sciences, Community Health, Nursing, or related field
    • Additional training in community engagement or qualitative research is an advantage

    Experience:

    • Minimum of 2 years in health promotion or community engagement roles
    • At least 1 year experience with MSF or another NGO
    • Proven experience in team management, data handling, and report writing

    Languages:

    • Fluency in English (required)
    • Working knowledge of Hausa and/or Fulfulde is highly desirable

    Core Competencies:

    • Leadership and team supervision abilities
    • Analytical and problem-solving skills
    • Ability to work in high-pressure emergency settings
    • Proficiency in Microsoft Office tools
