    The Inter-Parliamentary Union (IPU) is inviting applications for a Climate Change Consultant to support its international development work.

    This short-term, home-based consultancy offers professionals the opportunity to contribute to global climate governance by strengthening the role of parliaments in addressing climate change through legislation, oversight, and policy action.

    With a contract spanning up to 102 working days between June and November 2026, this role is ideal for candidates with experience in climate policy, project management, and international collaboration.

    The Inter-Parliamentary Union is a global organization of national parliaments dedicated to promoting democratic governance, accountability, and cooperation among legislative bodies.

    Role Overview: Climate Change Consultant

    Under the supervision of the Programme Manager for International Development, the consultant will contribute to strengthening parliamentary engagement in climate change initiatives. The role focuses on supporting parliaments in addressing legal, financial, and policy challenges related to climate action.

    The consultant will also play a key role in coordinating with international partners and facilitating collaboration between parliaments, experts, and government institutions.

    Key Responsibilities

    The Climate Change Consultant will support the design and delivery of capacity-building programmes aimed at enhancing parliamentary responses to climate change. This includes organizing training sessions, workshops, and global engagement activities.

    A central responsibility involves mobilizing parliaments and coordinating international events, including regional seminars and high-level meetings. The consultant will also maintain regular communication with partners such as the United Nations Environment Programme and the United Nations Framework Convention on Climate Change, ensuring that joint initiatives align with established Memoranda of Understanding.

    The role includes providing technical and administrative support to the IPU Standing Committee on Sustainable Development, particularly on climate-related matters. Additionally, the consultant will monitor project budgets, maintain administrative records, and ensure activities remain within approved funding.

    Documentation and reporting are key components of the position. The consultant will draft reports for donors and IPU governing bodies, develop content for publication on the IPU website, and contribute to communication outputs highlighting project achievements.

    The consultant will also facilitate collaboration between parliaments and climate experts, government ministries, and other stakeholders. Contributions to the IPU’s methane reduction project and other climate-related initiatives may be required as needed.

    Expected Deliverables

    By the end of the consultancy period, the selected candidate is expected to achieve several key outcomes. These include delivering capacity-building activities within at least one parliament and organizing a minimum of two regional seminars focused on Eurasia and Latin America and the Caribbean.

    The consultant will also support the organization of the Parliamentary Meeting at COP31 in Türkiye and contribute to climate-focused events during the 153rd IPU Assembly.

    Additional deliverables include preparing speeches, briefing notes, and official documentation for IPU leadership, as well as submitting comprehensive reports on project implementation to donors and governing bodies.

    Requirements and Qualifications

    Candidates should hold a university degree in political science, law, international relations, or a related field. A strong understanding of project management tools and methodologies is essential.

    Applicants must have at least three years of experience managing climate change-related projects in an international context, with a demonstrated ability to deliver measurable results. Experience working with parliaments or legislative bodies is considered a strong advantage.

    The role requires excellent organizational, analytical, and communication skills, along with the ability to work both independently and collaboratively in multicultural environments.

    Fluency in English is mandatory, while a working knowledge of French or Spanish is highly desirable. Additional language skills are considered an asset.

    Working Conditions and Duration

    This consultancy is primarily home-based, offering flexibility for remote work. However, the consultant may be required to travel occasionally to participate in events or meetings in locations such as Geneva or other international venues.

    The contract runs from 15 June to 23 November 2026, covering a maximum of 102 working days within this period.
