The Danish Refugee Council (DRC) has announced a vacancy for a Human Resource and Administration Manager based in Kampala, Uganda. The position is designed for a highly qualified HR professional capable of leading and managing the organization’s human resources and administrative functions across Uganda while ensuring compliance with organizational policies and national regulations.
The Human Resource and Administration Manager will oversee the HR function for DRC Uganda and provide leadership to the Human Resources and Administration teams at the country office in Kampala. The successful candidate will also offer technical support and guidance to field offices throughout the country.
The role includes responsibility for:
• Leading and managing HR and administration teams
• Supporting workforce planning and staff development
• Coordinating with HR legal advisors
• Providing technical HR guidance to managers and employees
• Ensuring efficient support to field operations

The successful candidate will oversee all major HR functions, ensuring effective people management throughout the employee lifecycle.
The HR and Administration Manager will lead recruitment processes and ensure compliance with DRC hiring procedures.
Responsibilities include:
• Reviewing job descriptions and vacancy notices
• Coordinating job advertisements
• Supporting longlisting and shortlisting processes
• Organizing assessments and interviews
• Conducting reference checks
• Maintaining recruitment records
• Providing recruitment progress updates to senior management
The manager will also oversee onboarding and induction processes to ensure new employees are successfully integrated into the organization.
The role includes managing employment contracts and ensuring accurate compensation administration for national staff.
Key duties include:
• Managing employment contracts and extensions
• Processing contract amendments and resignations
• Supporting salary benchmarking exercises
• Administering payroll processes
• Maintaining secure employee records
• Ensuring systematic HR filing systems
These responsibilities help ensure compliance, transparency, and operational efficiency across the organization.
Employee growth and performance management form a significant component of the position.
The successful candidate will:
• Oversee annual performance reviews
• Monitor probation and appraisal processes
• Advise managers on performance-related issues
• Support disciplinary procedures
• Coordinate employee exits and exit interviews
• Develop staff training plans
• Strengthen learning and development initiatives

• Monitoring rental contracts and office facilities
• Overseeing issuance of office equipment and identification cards
• Managing office supplies and inventory
• Supporting expatriate staff arrivals and logistics
• Coordinating visa and travel arrangements
These functions are critical to maintaining efficient operations across DRC Uganda’s programmes.
The Danish Refugee Council is seeking candidates with substantial experience in humanitarian human resource management.
Required qualifications include:
• Bachelor’s Degree in Human Resource Management, Business Administration, or Social Sciences specializing in Human Resources
• Minimum six years of HR experience within humanitarian organizations
• At least two years in a senior HR management position within an international NGO
• Strong knowledge of human resource principles and practices
• Excellent people management and advisory skills
• Strong communication and interpersonal abilities
• Fluency in written and spoken English
Preferred qualifications include:
• Master’s Degree in a relevant field
• Experience supporting multicultural teams
• Strong facilitation and training skills
• Exceptional organizational and analytical capabilities
