    Job Summary

    UNDP is recruiting a Monitoring, Evaluation and Learning (MEL) and Data Specialist for the Decarbonising Humanitarian Energy (DHE) initiative.

    This home-based international role focuses on monitoring & evaluation, results-based management, data analysis, learning systems, and supporting sustainable energy solutions in humanitarian settings.

    The position is within UNDP’s Nature, Climate and Energy portfolio and aims to advance climate and SDG-related impacts through evidence-based programming and multi-stakeholder collaboration.

    Key Responsibilities

    Lead Fund-Level MEL Activities

    • Develop and implement MEL frameworks, including Theory of Change (ToC), performance indicators, log frames, and reporting tools.
    • Establish standardized templates for data collection, analysis, and reporting.
    • Review and adapt the ToC to ensure relevance and alignment with strategic priorities.

    • Monitor and evaluate the overall impact of the DHE MPTF, linking results to SDG outcomes.
    • Support evaluation and research assignments, including quality assurance and budget oversight.
    • Serve as the primary MEL focal point for the DHE MPTF.

    Support Participating Organizations’ MEL Activities

    • Provide technical guidance on MEL during project design, implementation, and reporting.
    • Assist in project result frameworks and project-level evaluations.
    • Synthesize results, prepare reports, and advise on data use.
    • Deliver training on MEL systems and tools.

    Data Management and Analysis

    • Design tools to improve data quality, accessibility, and analysis.
    • Ensure systems are in place for verifiable data collection.
    • Support data analysis and visualization for stakeholder engagement.

    Facilitate Evidence Generation and Lessons Learned

    • Identify and synthesize lessons learned and best practices.
    • Promote cross-learning and knowledge sharing among stakeholders.
    • Support documentation of impact stories and innovative solutions.

    Evaluation Management

    • Manage evaluation processes, including evaluation planning, execution, and utilization.
    • Ensure evaluations adhere to UNEG and UNDP standards.
    • Coordinate external evaluators and consolidate evaluation reports.

    Secretariat Functions

    • Contribute to daily operations, partner coordination, and reporting.
    • Support continuous process improvements and risk management.
    • Monitor implementation of the Gender Action Plan and ESG frameworks.

    Institutional Arrangement

    The MEL and Data Specialist will work remotely, reporting to the Head of Secretariat based in Berlin, Germany.

    Collaboration includes stakeholders across UNDP teams, Participating Organizations, the Multi-Partner Fund Trust Office, and other partners.

    The role requires personal working station setup with reliable internet access

    Required Skills and Qualifications

    Education:

    • Master’s Degree in Business Administration, Economics, Social Sciences, Environmental Sciences, International Development, or related fields.
    • Alternatively, a Bachelor’s Degree with an additional 2 years of relevant experience.

    Experience:

    • Minimum of 5 years (Master’s) or 7 years (Bachelor’s) in MEL within international development or humanitarian sectors.
    • Proven experience managing MEL systems in complex, multi-country programs.
    • Experience designing MEL frameworks for large-scale programs.

    Skills:

    • Expertise in results-based management, data analysis, and evaluation methodologies.
    • Ability to handle complex situations and multiple priorities.
    • Familiarity with data analytics, visualization, and database tools (desirable).
    • Experience with multi-stakeholder partnerships and UN systems (highly desirable).

    Languages:

    • Fluency in English with exceptional writing and communication skills.
    • Knowledge of additional UN languages is a plus.
