    Job Summary

    NEAR is seeking an experienced M&E Manager to join its Learning Team to enhance data systems, measurement, and evidence that support locally-led humanitarian action.

    The role involves leading NEAR’s monitoring and evaluation systems, including survey design and analysis, indicator frameworks, results tracking, MEL systems, and donor reporting.

    The successful candidate will work closely with the Learning Manager to build robust data infrastructure and translate complex analysis into actionable insights.

    Position Purpose

    The M&E Manager will strengthen NEAR’s data and measurement capacity as its programs and memberships expand.

    Reporting to the Learning Director, this role complements the Learning Manager by focusing on data infrastructure, indicator systems, survey management, and results tracking.

    This position requires a systems-oriented professional with strong quantitative analysis skills and the ability to communicate findings clearly to diverse audiences.

    Key Responsibilities

    Member Survey Design and Analysis

    • Develop survey instruments in partnership with the Learning Manager
    • Coordinate data collection, perform data cleaning, and analyze survey data
    • Produce accessible visualizations for internal and external use
    • Support member engagement strategies through survey insights

    Indicator Tracking and Results Frameworks

    • Maintain NEAR’s indicator frameworks and results tracking systems
    • Support program teams in monitoring progress against objectives
    • Conduct data quality audits and flag issues proactively
    • Contribute evidence for NEAR’s annual impact report

    Grant MEL Support

    • Provide data support for donor-funded programs
    • Assist in developing MEL frameworks for specific initiatives
    • Maintain documentation of MEL systems and methodologies
    • Support donor reporting activities

    Systems and Tools Management

    • Manage NEAR’s MEL data systems, dashboards, and project management tools
    • Support future MEL system redesigns
    • Develop and maintain data management protocols and documentation

    Experience and Qualifications

    Essential

    • Strong quantitative data analysis skills; experience with large datasets
    • Expertise in survey methodology, including design, administration, and analysis
    • Proven experience managing indicator frameworks and tracking program progress

    • Ability to visualize data for non-technical audiences
    • Proficiency in project management platforms such as Asana
    • Excellent data organization, documentation, and management skills

    • Ability to translate data insights into actionable recommendations
    • Collaborative, detail-oriented, and reliable work ethic
    • Commitment to localization and globally-led systems change

    Preferred

    • Experience with member or stakeholder surveys in civil society contexts
    • Familiarity with locally led funds and financing mechanisms

    • Experience working with Global South organizations
    • Comfort with non-traditional log-frame approaches
    • Bachelor’s or Master’s degree in MEL, international development, or social sciences
