Job Overview
The UIS is seeking an experienced Institutional Planning, Monitoring & Reporting Consultant to support strategic planning, results-based management, performance monitoring, and corporate reporting.
This four-month consultancy offers a unique opportunity to contribute to UNESCO’s global efforts in data collection and analysis in education, science, culture, and communication sectors.
Key Responsibilities
Institutional Planning and Results Architecture
- Consolidate and ensure quality of UIS work plans, results frameworks, indicators, and targets.
- Align planning instruments with strategic priorities, budgets, procurement, and operational calendars.
- Support senior management in translating UNESCO’s strategic commitments into operational plans.
- Advise on theories of change, results chains, and performance measurement.
Results-Based Monitoring and Management Analytics
- Coordinate quarterly, mid-year, and annual monitoring cycles.
- Consolidate and analyze implementation progress, results, risks, delays, and mitigation measures.
- Maintain and enhance management dashboards and analytical tools.
- Manage the UIS SharePoint platform for planning and reporting.
Audit, Risk, and Accountability Follow-Up
- Track and report on audit recommendations and management actions.
- Update risk registers and integrate risk considerations into planning and reporting.
- Prepare status updates for senior management on audit findings and risks.
Evaluation Coordination and Organizational Learning
- Support evaluation planning, coordination, and reporting.
- Contribute to documentation of lessons learned and best practices.
Corporate, Statutory, and Donor Reporting
- Coordinate inputs for UNESCO statutory reports, UIS Governing Board documentation, and progress reports.
- Support financial and narrative reporting to donors and partners.
- Collaborate with resource mobilization teams on funding proposals.
Resource Mobilization and Fundraising Support
- Assist in managing the donor pipeline and funding opportunities.
- Develop frameworks for UIS annual reports showcasing results, impact, and future priorities.
- Identify funding gaps and support proposal development.
Advisory Support, Documentation, and Handover
- Provide day-to-day guidance on results-based management and planning.
- Develop templates, guidance notes, and process documentation.
- Ensure a smooth handover of responsibilities and documentation.
Methodology & Approach
- Review of strategic, planning, monitoring, evaluation, and reporting documentation.
- Consultations with UIS leadership and teams.
- Coordination of planning, monitoring, and reporting processes.
- Support during the Montreal Planning Days and year-end review.
- Development of knowledge-sharing products and templates.
- Regular progress meetings with the supervisor.
Deliverables & Timeline
- End of Month 1: Quality-assured work plan, results framework, planning calendar, and SharePoint repository.
- End of Month 2: Completed monitoring cycle, performance dashboard, progress report, and prioritized donor pipeline.
- End of Month 3: Successful facilitation of Montreal Planning Days, work plan adjustments, risk register updates.
- End of Month 4: Final reporting, concept notes, funding proposals, handover documentation, and updated tools.
Qualifications & Experience
Education
- Advanced university degree (Master’s or equivalent) in economics, statistics, public policy, international development, education, or related fields.
- Certification in results-based management or project management (e.g., PMP) is an asset.
Work Experience
- Minimum of five years in institutional planning, results-based management, or corporate reporting.
- Experience supporting organizational planning and performance management in international or UN environments.
- Proven experience with resource mobilization, donor relations, and proposal writing.
- Knowledge of planning, monitoring tools, dashboards, and SharePoint.
- Experience supporting senior management and working in multicultural settings.
- Knowledge of UNESCO’s fields (education, science, culture, communication) is advantageous.
Skills & Competencies
- Strong knowledge of results-based management and performance indicators.
- Excellent communication, analytical, and facilitation skills.
- Proficiency in MS Office, SharePoint, and analytics tools.
- Fluency in English; French and other UN languages are desirable.
