The assignment aims to strengthen coordination, referral management, and information sharing among humanitarian partners operating in Northwest and Northeast Syria.

    The consultancy is designed for skilled information and communications technology (ICT) professionals with proven experience in developing secure web-based platforms, digital solutions, and systems that support humanitarian or development operations. The successful consultant will contribute to creating a scalable digital tool that improves how consortium partners manage referrals, track service delivery, and generate operational reports.

    The project will run from August to December 2026, with the MVP serving as the foundation for future system expansion beyond the current SJR consortium framework.

    About the Digital Referral System Development Project

    The Syria Joint Response consortium brings together humanitarian organizations working to improve assistance delivery in Syria. Due to the complexity of humanitarian operations and the involvement of multiple partners, effective referral mechanisms are essential for ensuring that affected communities can access appropriate services efficiently.

    War Child International is seeking a developer who can create a secure and user-friendly digital referral platform that enables participating organizations to coordinate referrals more effectively.

    The planned MVP will focus on:

    • Developing a secure web-based referral management platform
    • Improving referral tracking and monitoring across consortium partners
    • Supporting data management and reporting functions
    • Enhancing collaboration between humanitarian organizations
    • Creating a flexible system architecture that allows future upgrades and expansion

    The platform is expected to support humanitarian actors by reducing administrative barriers, improving accountability, and strengthening coordination among service providers.

    Key Responsibilities of the Web Developer

    The selected consultant will be responsible for designing and delivering the digital referral system MVP in accordance with the technical requirements outlined by War Child International and the Syria Joint Response consortium.

    Key responsibilities will include:

    • Analysing user requirements and translating them into technical solutions
    • Designing and developing the web-based referral management system
    • Creating secure features for user access, data management, and reporting
    • Ensuring the platform meets usability, reliability, and security standards
    • Testing system functionality and resolving technical issues
    • Providing documentation and recommendations for future system development

    Required Qualifications and Experience

    War Child International is seeking applicants with strong technical expertise and professional experience in software development. The consultancy is categorized under Information and Communications Technology and requires candidates with substantial experience in web development and digital solutions.

    • Between 5 and 9 years of relevant professional experience
    • Strong experience in web application development and software engineering
