    The Asia Pacific Forum on Women, Law and Development (APWLD) has announced an open call for applications from consultancy teams to conduct an external evaluation of its current Strategic Plan (2022–2026) and facilitate the development of its next Strategic Plan (2027–2031).

    The assignment forms part of APWLD’s broader organisational reflection process aimed at assessing progress, identifying lessons learned, and shaping a participatory and movement-led strategy for the next phase of its work across the Asia Pacific region.

    Strategic Review to Assess Five-Year Organisational Impact

    The consultancy will support the Asia Pacific Forum on Women, Law and Development in conducting a comprehensive review of its strategic implementation over the 2022–2026 period.

    The evaluation is expected to examine:

    • Achievements and progress against strategic objectives
    • Challenges encountered during implementation
    • Organisational learning and adaptation outcomes
    • Effectiveness of programme delivery approaches
    • Impact on feminist movements and partner networks

    The findings will inform the organisation’s future direction, ensuring that the next strategic plan is grounded in evidence, inclusivity, and feminist principles.

    Development of 2027–2031 Strategic Plan

    Alongside the evaluation, the selected consultancy team will facilitate a participatory strategic planning process for APWLD’s next five-year cycle.

    This phase will focus on shaping priorities that reflect the evolving needs of feminist movements across the region, while strengthening the organisation’s capacity to respond to legal, social, and political challenges affecting women’s rights.

    The planning process will be guided by movement-based and participatory methodologies to ensure that the voices of grassroots organisations and feminist networks are central to decision-making.

    Scope of Consultancy Work and Required Expertise

    Due to the complexity of the assignment, APWLD is seeking a team of two to three consultants with complementary expertise.

    The organisation has outlined that the consultancy team should demonstrate experience in the following areas:

    • External evaluation of programmes and organisations
    • Strategic planning and organisational development
    • Feminist and participatory facilitation methods
    • Organisational analysis and institutional learning
    • Movement-based approaches to advocacy and social change

    The consultancy will require close collaboration with APWLD staff and stakeholders to ensure that the evaluation and planning process remains inclusive, transparent, and grounded in feminist values.
