    The Commission on Security and Cooperation in Europe (CSCE), also known as the U.S. Helsinki Commission, invites applications for its prestigious Max Kampelman Fellowship. Named after U.S. Ambassador Max Kampelman, the program develops the next generation of American leaders in security policy, human rights, and strategic communications. Fellows gain hands-on experience in promoting national security, human rights, and economic cooperation across the 57-country OSCE region, encompassing Europe, Eurasia, and North America.

    This fellowship provides a unique opportunity to work alongside world-class experts on international security and human rights issues, contributing directly to the Commission’s policy, communications, and outreach initiatives.

    Fellowship Overview

    • Duration: Three months
    • Workload: 30 hours per week, in-person at the Washington, D.C. office
    • Compensation: $27 per hour
    • Professional Development: Fellows receive ongoing mentorship, enrichment activities, networking opportunities, and career guidance facilitated by senior Commission staff

    The fellowship is open to graduate students, recent undergraduates (within one year of graduation), and, in exceptional cases, undergraduates with prior internship experience. Candidates must be U.S. citizens, permanent residents seeking citizenship, refugees, asylees, or owe allegiance to the United States.

    Fellowship Tracks

    Policy Fellowships

    Policy Fellows focus on political, military, economic, environmental, and human rights issues based on personal expertise and Commission priorities. Under the guidance of Commission policy advisors, fellows:

    • Research international military, economic, and human rights trends in the OSCE region
    • Assist staff with hearings, briefings, congressional delegations, legislation, and publications
    • Attend congressional hearings, panels, and events
    • Conduct administrative tasks as needed
    • Draft at least one article for publication on the Commission’s website

    Skills Required:

    • Strong research, writing, and analytical abilities
    • Effective oral communication and presentation skills
    • Interest in government, international relations, and human rights

    Communications Fellowships

    Communications Fellows support the Commission’s public outreach and visibility initiatives. Responsibilities include:

    • Assisting with media outreach and promotion of Commission events
    • Staffing hearings, briefings, and special events
    • Developing web content and creating engaging social media posts
    • Supporting communications projects and administrative duties
    • Producing at least one article for the Commission website

    Skills Required:

    • Strong writing, editing, and digital communication skills
    • Familiarity with WordPress and social media platforms
    • Photography, video, or graphic design skills are advantageous
