Overview
The Center for Civilians in Conflict (CIVIC) is seeking a highly experienced Military Advisor (Consultant) to support its armed actor engagement initiatives. The consultant will work remotely for 60 days to assess, analyze, and enhance CIVIC’s training modules and engagement strategies with armed actors in conflict zones.
Key Responsibilities
- Familiarizing with CIVIC’s PoC concepts, training materials, and modules from a military and pedagogical perspective.
- Engaging with field-based military advisors to assess current approaches, tools, and training modules.
- Identifying gaps, challenges, and opportunities for strengthening CIVIC’s armed engagement strategies.
- Updating and adapting training materials based on field assessments and priorities.
- Producing a comprehensive assessment report with actionable recommendations.
- Organizing and delivering internal presentations on findings and recommendations.
- Developing a detailed work plan and timeline for deliverables.
- Meeting regularly with the PoC Division Director and senior staff overseeing armed actor engagement.
- Conducting remote one-on-one calls with ‘field’ military advisors to understand progress, challenges, and needs.
- Collaborating with CIVIC staff to update training modules based on field feedback.
- Drafting a detailed assessment report with findings, challenges, and tailored recommendations.
- Organizing internal presentations to communicate key findings and strategic advice.
- Developing a comprehensive work plan and timeline for deliverables at the start of the assignment.
Requirements
- Extensive operational and pedagogical military experience at senior officer levels (Major, Lieutenant Colonel, Colonel, Brigadier General, or equivalent).
- Proven experience working in active conflict zones, engaging with armed actors in combat situations.
- Experience training armed actors, especially relating to protection of civilians and International Humanitarian Law (IHL).
- Prior engagement with police forces and security institutions is highly desirable.
- Experience working with INGOs, IOs, or similar international organizations is a plus.
- Deep understanding of humanitarian principles and commitment to civilian protection.
- Strong integrity, adaptability, cultural awareness, and sensitivity.
- Proficiency in Microsoft Office (Word, Excel, PowerPoint), Dropbox, and Slack.
- Fluency in written and spoken English; proficiency in Arabic and/or French is essential.
- Excellent report-writing skills, including narratives, qualitative analysis, and public-facing content.
- Demonstrated ability to network with government officials and develop collaborative relationships.
- Strong analytical, communication, training, and facilitation skills.
- Ability to work independently and collaboratively with multicultural teams.
