Overview
TaRL Africa Nigeria is seeking a consultant or firm to conduct a data-informed needs assessment to strengthen foundational learning and scale the Teaching at the Right Level (TaRL) approach in selected Nigerian states. The consultancy will take place from March to June 2026.
Key Responsibilities
- Generate data on literacy and numeracy outcomes to identify priority needs.
- Map teacher development, mentoring, and instructional support systems.
- Analyze education data-use practices and planning mechanisms.
- Validate findings with state stakeholders.
- Produce a national synthesis report and concise policy brief.
- Preparatory Phase: Review relevant documents, finalize methodology, secure ethical approvals, pilot tools, and submit an inception report.
- Data Collection: Conduct assessments, key informant interviews, and focus group discussions across sampled schools and learning centres.
- Analysis and Reporting: Produce state-level, regional, and national reports, datasets, and a policy brief.
- Dissemination and Validation: Facilitate regional workshops, incorporate feedback, and support federal-level dissemination.
Requirements
- Applicants may apply for one or both regions: Region A (Benue, Plateau, Kogi, Taraba, Ebonyi) and Region B (Ogun, Ondo, Cross River, Rivers, Enugu).
