    The opportunities include a consultancy to develop global advocacy tools for women’s rights organizations and a large-scale evaluation consultancy assessing gender-based violence prevention projects in South Sudan.

    Consultancy 1: Global Advocacy Tools Development

    Women for Women International is seeking a consultant with expertise in strategic advocacy, curriculum development, and civil society engagement to support a global advocacy initiative.

    The consultancy aims to strengthen advocacy capacity among women’s rights organizations (WROs) operating in conflict-affected settings by developing practical tools and methodologies that support evidence-based advocacy.

    The assignment will be conducted remotely between July and October 2026 and is expected to require up to 10 working days.

    Key Responsibilities for the Advocacy Consultancy

    The selected consultant will be responsible for designing practical advocacy resources that can be adapted across multiple countries.

    Responsibilities include:

    • Developing an advocacy roadmap methodology
    • Defining the components of effective advocacy roadmaps
    • Designing standardized advocacy roadmap templates
    • Ensuring alignment with multi-level and WRO-led advocacy approaches
    • Developing 12 structured advocacy toolkits for country teams and women’s rights organizations
    • Producing practical guidance on translating research findings into advocacy priorities
    • Creating step-by-step guidance for developing advocacy roadmaps
    • Supporting structured co-design processes with partner organizations

    The consultant will not be responsible for:

    • Defining country advocacy priorities
    • Developing country-specific advocacy roadmaps
    • Leading partner engagement activities
    • Designing alternative learning programmes

    Required Qualifications for the Advocacy Consultancy

    Applicants should demonstrate strong expertise in advocacy strategy and capacity development.

    Essential qualifications include:

    • Graduate degree in social sciences, public policy, public health, social work, or related disciplines
    • Minimum of five years’ experience designing advocacy strategies, frameworks, or toolkits
    • Experience working with women’s rights organizations and women affected by conflict
    • Knowledge of feminist advocacy, women’s leadership, and the Women, Peace and Security agenda
    • Excellent written and verbal communication skills
    • Fluency in English

    Preferred qualifications include:

    • Fluency in French or Arabic
    • Experience using Canva or other visual design platforms

    Consultancy 2: Final Evaluation of Gender-Based Violence Projects in South Sudan

    Women for Women International is also recruiting an evaluator or evaluation team to conduct the final evaluation of two donor-funded projects implemented in South Sudan.

    The projects include:

    • Women Empowered Against Violence (WEAV), funded by the United Nations Trust Fund
    • Women’s Micro-businesses and Coalitions for Change, funded by the German Society for International Cooperation (GIZ)

    Both initiatives focus on preventing gender-based violence while promoting women’s empowerment through vocational training, social empowerment, and community advocacy.

    Scope of the Evaluation Assignment

    The successful evaluator will oversee the complete evaluation process across both projects.

    Core responsibilities include:

    • Preparing inception reports and evaluation methodologies
    • Conducting document reviews and secondary data analysis
    • Designing and implementing quantitative and qualitative data collection
    • Managing field visits and stakeholder consultations
    • Analysing project outcomes and sustainability
    • Producing donor-specific and consolidated evaluation reports
    • Developing recommendations for future programming

    The evaluation will examine project relevance, effectiveness, outcomes, sustainability, and contribution to reducing gender-based violence and advancing women’s rights.

    Budget and Payment Structure

    The total consultancy budget for both evaluations is USD 31,500.

    Payments will be made in three stages:

    • 25% following approval of inception reports and data collection tools
    • 25% after submission of the draft evaluation report
    • 50% upon approval of the final evaluation report

    Required Qualifications for the Evaluation Consultancy

    Lead evaluators should possess:

    • Minimum of 10 years’ experience conducting external evaluations
    • Expertise in gender-responsive and human rights-based evaluation
    • Strong knowledge of violence against women and girls programming
    • Experience working in South Sudan or similar humanitarian settings
    • Experience using mixed-methods research approaches
    • Master’s degree in a relevant discipline
    • Fluency in English
    • Ability to travel for fieldwork

    Additional advantages include proficiency in Bari and/or Arabic.

    Supporting evaluation team members should demonstrate experience in data collection, analysis, stakeholder engagement, and humanitarian programming.
