Overview
The Green Climate Fund (GCF) is seeking a Remote Consultant for Target Model Portfolio Development to support the creation of a strategic asset allocation framework to enhance its climate finance programming. This is a fixed-term consultancy role for up to 4 months.
Key Responsibilities
- Develop a Target Model Portfolio Framework aligned with GCF's programming priorities, risk, and financial constraints.
- Create Strategic and Tactical Asset Allocation (SAA/TAA) models and design adjustment mechanisms.
- Build a portfolio allocation model using tools like Excel, Python, or R, incorporating scenario simulations and an analytics dashboard.
- Integrate the developed model into GCF's decision-making processes, including programming cycles and Investment Committee reviews.
- Provide recommendations for enhancing data systems and governance structures to support portfolio management.
- Deliver final versions of all tools, documentation, and analytical packages, including an inception report, diagnostic report, S/TAA framework, model tool, scenario analysis package, and implementation roadmap.
- Present findings and recommendations to GCF senior management and stakeholders.
Requirements
- Advanced degree (Master’s or higher) in finance, economics, statistics, data science, or a related field.
- Minimum of 15 years of experience in portfolio management, asset allocation, investment strategy, or quantitative modeling.
- Proven ability to build, document, and implement allocation and scenario models using Excel, Power BI, Python, R, or similar tools.
- Strong analytical skills with experience translating complex data into decision-relevant insights.
- Excellent stakeholder engagement, presentation, and report-writing skills.
- Familiarity with climate finance, impact metrics, concessional finance, and blended finance portfolios is preferred.
