Job Context
The Southeast Asia Regional Program operates in Cambodia, Laos, Vietnam, the Philippines, Myanmar, and Thailand. Contexts vary widely:
- Supporting post-conflict rehabilitation in Myanmar
- Assisting Vietnam in developing international rehabilitation standards
- Responding to climate-related disasters in the Philippines
The Regional Operational Strategy 2026–2030 focuses on:
- Inclusive livelihoods and education
- Rehabilitation and mine action
- Disaster Risk Reduction
- Participation and resilience of persons with disabilities
The Regional Program Development Specialist supports all countries in the region in strengthening program development and fundraising.
Key Responsibilities
1. Strategic Planning & Positioning
- Monitor donor strategies, priorities, and opportunities at the country and regional level
- Contribute to the operational strategy, with focus on fundraising and internal project documentation
- Ensure effective implementation of the regional fundraising strategy
- Map humanitarian and development actors, track trends, and maintain HI’s competitive edge
- Organize and coordinate internal teams to support fundraising and program development
2. Relationship Management
- Build and maintain strong relationships with donors, national and local organizations, and international partners
- Promote HI’s technical positioning, know-how, and innovative approaches within relevant networks
- Develop consortium agreements and facilitate collaboration across countries and programs
- Lead the deployment and maintenance of the CRM system for donor and partner management
3. Proposal Development
- Lead proposal development for public institutions, foundations, and private sector donors
- Coordinate technical input, logical frameworks, MEAL plans, staffing, budgeting, and final submission
- Facilitate consortium-based or multi-country proposals where applicable
- Ensure compliance with donor guidelines, budget consistency, and overall proposal quality
- Collaborate with national associations and HQ units on proposal review and submission
4. Capacity Building
- Design and facilitate training modules on proposal writing and project cycle management
- Train program staff and partners on donor rules, regulations, and strategic approaches
- Build organizational capacity to improve overall fundraising and program delivery
Candidate Profile
- Degree in international development or relevant fields
- Minimum 5 years of experience, including 2 years in program development
- Strong knowledge of donor strategies, proposal writing, and contract analysis
- Expert-level narrative report writing skills
- Proficiency in networking, representation, negotiation, and facilitating training
- Financial and budgetary management experience
- Previous experience with HI is an asset
Compensation & Benefits
- Salary: Starting at €2,757 gross/month (based on experience)
- Per diem: $604 net/month in Cambodia; €524 net/month in Laos
- International contract: Social coverage including unemployment (for EU nationals), pension, medical insurance, and repatriation
- Paid leave: 25 days/year
- R&R: 1 day per month
- Family support: Child allowance, school registration contributions, family health coverage, travel support, and housing provided
