International Consultant – Health Impacts of Air Pollution and Climate Resilient Health Systems @Resilient Health Systems with Up to USD 4,970 Monthly Remuneration Plus Living Allowance USD 2,100 Per Month

The World Health Organization (WHO) has announced a new international consultancy opportunity for professionals interested in environmental health, climate resilience, and public health systems strengthening.

The consultancy position, titled International Consultant – Health Impacts of Air Pollution and Climate Resilient Health Systems, will be based at the WHO Country Office in Hanoi, Viet Nam.

The 11-month full-time consultancy will support WHO’s work on strengthening climate-resilient health systems and advancing evidence-based responses to air pollution and climate-related health risks in Viet Nam and the broader ASEAN region.

Supporting Climate and Public Health Priorities in Viet Nam

The consultancy comes at a time when climate change and air pollution are increasingly recognized as major public health threats globally. According to WHO, climate-related risks such as heatwaves, air pollution, vector-borne diseases, flooding, and environmental degradation continue to place pressure on health systems, especially in low- and middle-income countries.

Viet Nam faces growing environmental and health challenges linked to rapid urbanization, rising pollution levels, and climate vulnerability. WHO’s collaboration with the Vietnamese Ministry of Health aims to improve climate-health preparedness, strengthen environmental health monitoring, and support policy responses that protect public health.

The selected consultant will contribute technical expertise to support analytical work, evidence synthesis, stakeholder engagement, and policy communication focused on air pollution and climate-resilient healthcare systems.

Key Responsibilities of the Consultant

The consultant will be responsible for delivering high-quality technical outputs and policy-relevant recommendations that support WHO guidance and national policy development.

Key responsibilities include:

• Conducting evidence reviews on the health impacts of air pollution
• Synthesizing environmental and health data into technical reports and policy briefs
• Identifying data gaps and methodological limitations in climate-health research
• Supporting stakeholder coordination and technical partnerships
• Assisting with strategic communications and knowledge products
• Contributing to climate-resilient health system planning
• Supporting national and subnational workshops, conferences, and stakeholder meetings
• Preparing agendas, technical presentations, concept notes, and briefing materials
• Coordinating with WHO communication teams to ensure accurate public messaging

The consultant will also support preparations for Viet Nam’s 3rd National Conference on Air Pollution, which will bring together government ministries, development partners, academics, and civil society organizations.

The consultancy is designed to strengthen WHO’s work across several important public health and environmental areas, including:

• Air pollution and respiratory health
• Climate-sensitive diseases
• Environmental monitoring and health surveillance
• Early warning systems
• Climate-resilient healthcare facilities
• Health system adaptation strategies
• Data analytics and evidence generation
• Public health policy development
• Climate-health communication and stakeholder engagement

WHO also notes that the consultancy may contribute to analytical work involving AI-supported modelling and climate-health forecasting tools.

Required Qualifications and Experience

WHO is seeking candidates with strong analytical and technical skills in public health or environmental health-related work.

Educational Requirements

Applicants must hold at least a bachelor’s degree in:

• Public Health
• Environmental Health
• Environmental Sciences
• Economics or Social Sciences
• Or a related field

Professional Experience

Essential qualifications include:

• Minimum two years of experience in environmental health-related programmes
• Experience in ASEAN countries preferred
• Experience conducting literature reviews and technical evidence synthesis
• Experience supporting stakeholder coordination or multi-partner initiatives
• Familiarity with climate-health or environmental monitoring issues in low- and middle-income countries

Additional experience working with governments, UN agencies, research institutions, or development partners will be considered an advantage.

Required Skills

Successful applicants should demonstrate:

• Strong analytical and organizational skills
• Ability to synthesize complex technical information
• Excellent communication and writing skills
• Experience preparing technical reports, policy briefs, and presentations
• Capacity to collaborate with government agencies and technical stakeholders
• Understanding of air pollution and climate-health linkages

Expert-level English proficiency is required.

Duty Station and Travel

The consultancy will be based on-site at the WHO Country Office in Hanoi, Viet Nam. Travel within the country or region may also be required as part of the assignment.

Salary and Benefits

WHO will provide the following compensation package:

• Monthly remuneration: USD 4,970
• Living expenses allowance: USD 2,100 per month
• Contract duration: 11 months full-time

The consultancy is offered under WHO’s External Consultant contractual arrangement.
