    Overview

    The International Telecommunication Union (ITU) is seeking a Geographic Information System (GIS) Consultant for a 6-month home-based contract to enhance agricultural technical advice using geospatial technologies. This remote role involves collaborating with regional stakeholders, particularly in Central America.

    Key Responsibilities

    • Conduct an inventory and evaluation of existing GIS resources in government institutions.
    • Design a mechanism to integrate existing GIS resources with satellite data (Copernicus, Sentinel) and drone imagery.
    • Create protocols for incorporating drone and infrared sensor data into the GIS framework and propose standards for system updates.
    • Engage and coordinate with relevant stakeholders, including government ministries.
    • Provide recommendations for optimizing ArcGIS systems and propose an interoperability plan.
    • Deliver key reports including diagnostic, design, integration, and sustainability reports.
    • Conduct a workshop in El Salvador to present findings and engage stakeholders.

    Requirements

    Education: Advanced university degree in geography, geospatial sciences, environmental engineering, computer science, earth observation, remote sensing, or a related field. Alternatively, a first-level university degree with 15 years of relevant experience.

    Experience: Minimum 10 years of experience in GIS design and implementation, managing GIS software (ArcGIS, QGIS), integrating satellite data, image processing from drones and infrared sensors, and managing spatial databases (PostGIS, GeoServer). Familiarity with OGC standards and GIS interoperability is required. Experience in agricultural or environmental projects is desirable.

    Languages: Advanced proficiency in English is required. Knowledge of Spanish is desirable.

    Benefits

    Salary: USD 280 – USD 650 per working day (based on experience). Contract Type: Consultant. Duration: 6 months.
