Oxfam International is seeking a Head of Risk & Assurance to join the Integrity function within the Care and Core Operations Hub.

Location: Global – Remote (where Oxfam has an office)

Hours: 36 hours per week
This pivotal role is responsible for strengthening enterprise risk management, assurance, and accountability across the Oxfam Confederation, supporting strategic decision-making and risk governance at a global level.
Key Responsibilities
Leadership in Risk Coordination and Reporting
- Lead the consolidation and production of the Oxfam Global Risk Report, integrating inputs from affiliates, regions, and functions.
- Coordinate the Oxfam International Secretariat (OIS) Risk Report in collaboration with senior leadership, ensuring alignment with confederation-wide risk frameworks.
Development and Implementation of Risk Frameworks
- Oversee the continuous development of Oxfam’s Risk Management and Appetite Framework, enhancing methodologies, reporting, and assurance mechanisms.
- Lead strategic oversight of organizational risks, including operational, financial, safeguarding, compliance, reputational, and geopolitical risks.
Risk Governance and Strategic Oversight
- Facilitate risk review, escalation processes, and monitor emerging risks across the organization.
- Convene communities of practice and working groups to promote harmonization and collaboration on risk management.
Compliance and Assurance
- Oversee compliance initiatives related to anti-terrorism financing, anti-corruption, safeguarding, and integrity obligations.
- Lead the review and development of risk and compliance policies, ensuring alignment with legal and sector standards.
Organizational Support and Culture
- Develop briefing materials, dashboards, and analysis for senior decision-makers.
- Promote a proactive, values-led risk culture across the organization.
Person Specification
Essential Experience and Skills
- Bachelor’s degree in Risk Management, Governance, Business Administration, or related fields.
- Over 7 years of professional experience in risk management, assurance, governance, or related areas within complex organizations.
- Expert knowledge of risk and assurance frameworks, with experience in large or complex organizations.
- Strong analytical, facilitation, coordination, and stakeholder engagement skills.
- Excellent written and verbal communication skills in English.
- Experience supporting organizational change, transformation, or harmonization initiatives.
Desirable Attributes
- Professional certification in risk management, audit, or compliance.
- Experience within humanitarian, development, NGO, or international sectors.
- Knowledge of safeguarding, anti-corruption, or anti-terrorism frameworks.
- Fluency in French, Spanish, or Arabic is a plus.
