    African Risk Capacity is a Specialized Agency of the African Union dedicated to strengthening climate resilience and disaster risk financing across Africa.

    Since 2012, ARC has empowered member states with innovative solutions such as capacity building, early warning, risk pooling, and risk transfer mechanisms.

    Headquartered in Abidjan, Côte d’Ivoire, ARC collaborates with 39 African Union countries to enhance their preparedness and response to extreme weather and health emergencies.

    Role Purpose

    To serve as the principal strategic advisor to the Group Director General of African Risk Capacity (ARC) on resource mobilization, donor relations, strategic partnerships, political engagement, and institutional positioning to enhance financial sustainability and stakeholder support.

    Key Responsibilities

    • Lead resource mobilization efforts and diversify funding sources
    • Manage strategic partnerships and donor relations
    • Provide executive advisory support to senior leadership

    • Strengthen engagement with Member States and stakeholders
    • Support advocacy initiatives and enhance organizational visibility
    • Oversee strategic intelligence, donor mapping, and relationship management

    Qualifications and Experience

    • Advanced degree in Agriculture, Economics, Finance, Public Policy, International Development, or related fields
    • Minimum of 15 years’ progressive experience in fundraising, partnerships, and strategic engagement
    • Proven expertise in weather risk management, insurance, and climate finance in developing countries
    • Strong understanding of continental and international climate, agriculture, and financial policy networks

    Managerial and Functional Capabilities

    • Demonstrated leadership in managing diverse teams and complex negotiations
    • Ability to develop and maintain high-level relationships with stakeholders

    • Excellent communication, analytical, and reporting skills
    • Strategic thinker with the capacity to translate objectives into actionable plans
    • Integrity, trust, and a results-oriented mindset

    Organizational Leadership

    • Ability to lead by example, foster innovation, and promote an inclusive work environment
    • Skilled in managing programs efficiently under shifting priorities
    • Critical thinking to evaluate complex issues and develop evidence-based solutions
