    Overview

    The World Meteorological Organization (WMO) is seeking a consultant to lead the renewal of the OceanOPS Strategic Plan for 2026-2030. This remote, freelance consultancy offers a unique opportunity to influence international ocean observation efforts.

    Key Responsibilities

    • Conduct stakeholder interviews and surveys.
    • Synthesize findings into comprehensive reports.
    • Participate in strategic workshops.
    • Draft the OceanOPS 2026-2030 Strategic Plan.
    • Maintain communication with WMO project leads.
    • Potentially travel to Brest, France, for in-person meetings.

    Requirements

    • Master’s degree in meteorology, oceanography, or a related field.
    • Proven long-term experience in oceanography, marine meteorology, and global ocean observing systems.
    • Familiarity with WMO standards, ocean data management, and governance structures (e.g., GOOS, IOC).
    • Experience with stakeholder surveys, strategic planning, or consultancy in international organizations desirable.
    • Strong analytical and report-writing skills.
    • Excellent communication skills in English.
    • Ability to work independently in a remote setting.

    Benefits

    Consultancy contract for up to 60 days over 6 months. Daily Rate: USD 390 – 560 (Payband C).
