Concern for Women and Children Development Foundation (COWACDI), a women-led humanitarian organization, is seeking to recruit a qualified and experienced individual for the position of Advocacy Officer on a part-time basis in Borno State, Nigeria.
Established in 1998, COWACDI is dedicated to improving the wellbeing of vulnerable populations—particularly women and children—across Nigeria. The organization has a strong presence in the Northeast (Borno, Yobe, and Adamawa States), where it implements community-based interventions in sectors such as Protection, Peacebuilding, Housing, Land and Property (HLP), Non-Food Items (NFI), Livelihoods, WASH, and Nutrition. COWACDI operates in line with international humanitarian principles including humanity, neutrality, impartiality, accountability, and a zero-tolerance policy for fraud.
The Advocacy Officer will report to the Team Lead and will be engaged for a duration of 10 months. The role involves leading advocacy initiatives focused on social protection reforms, including non-contributory protection systems, shock-responsive mechanisms, financing, and inclusion.
Key responsibilities include developing and coordinating policy briefs, position papers, and advocacy messages; building and managing multi-stakeholder coalitions; and ensuring the integration of gender mainstreaming, intersectionality, and the “Leave No One Behind” principle across all advocacy efforts. The officer will also ensure compliance with political neutrality, do-no-harm principles, electoral laws, and GIZ standards, while identifying and mitigating risks such as misinformation and political interference.
The role further requires designing and facilitating advocacy platforms such as town halls, manifesto dialogues, and policy debates, as well as supporting capacity-building initiatives for civil society organizations, journalists, and political actors in collaboration with the GIZ SEPIN-SUSI Social Protection team. The officer will also lead community sensitization activities, strengthen citizen participation, and produce comprehensive reports on all advocacy engagements.
Applicants must possess an advanced degree in Development Studies, Political Science, Public Administration, or related fields. A minimum of five years of general professional experience in development or NGO operations is required, including at least four years of direct experience in advocacy campaigns, particularly electoral advocacy. Candidates should also have a minimum of three years’ experience in project or team management and at least two years working in Northeast Nigeria.
Fluency in written and spoken English and Hausa is required, along with strong communication, teamwork, initiative, and interdisciplinary thinking skills.
