World Meteorological Organization Job Summary
The World Meteorological Organization (WMO) seeks a highly experienced Climate Finance Subject Matter Expert and Content Developer for an individual consultancy to support the development of a self-paced e-learning course on climate finance mobilization for National Meteorological and Hydrological Services (NMHSs).
The role involves designing course content, developing modules, and synthesizing case studies to enhance capacity-building efforts for climate finance access in developing countries.
Key Responsibilities
Content Development and Technical Review
- Review World Meteorological Organization-No. 1365 and related publications on climate finance.
- Define the technical scope and learning outcomes in collaboration with WMO staff and instructional designers.
- Develop 4–6 thematic modules ensuring technical accuracy and alignment with guidance.
- Prepare comprehensive, learner-ready content including narratives, case studies, visuals, and supporting references.
- Identify and synthesize practical case studies and lessons learned from WMO Members and relevant initiatives.
- Develop content for practical exercises, scenarios, and knowledge checks in partnership with instructional designers.
- Participate in review meetings, revise content based on feedback, and support multimedia development.
Deliverables
- Inception report with content development plan, module topics, references, and case studies.
- Complete technical content package for each module, including narratives, explanations, and visuals.
- Revised content package incorporating review comments, finalized for course production.
- Final validated technical content package with editable source files and references.
Required Skills and Experience
Education
- Master’s degree in economics, environmental science, climate policy, or related fields.
Experience
- Minimum 15 years in preparing funding proposals for climate funds.
- Proven experience in stakeholder engagement with private sector and civil society.
- Extensive work with developing countries on climate and environmental financing.
- Skilled in developing technical methodologies and drafting policy papers.
- Experience designing and delivering capacity development programs on climate finance.
- Proven capacity building with NMHSs for climate finance access.
- Ability to translate complex technical guidance into practical learning products.
- Familiarity with UN systems, climate services, and multilateral climate finance processes is desirable.
Skills and Knowledge
- Strong analytical skills with the ability to synthesize complex information.
- Knowledge of climate change policies and international climate finance strategies.
- Ability to structure content for senior-level audiences.
- Familiarity with adult learning principles and online education approaches.
- Excellent command of written and spoken English; knowledge of additional UN languages is an asset.
