Overview
CARE International in Nigeria is currently seeking a qualified and experienced professional to fill the position of Project Officer – Governance and Disaster Risk Reduction (DRR) under the RESILAC 2 programme in Borno State.
Key Responsibilities
- Lead implementation of governance and DRR activities based on territorial resilience assessments.
- Ensure integration of gender equality, inclusion, conflict sensitivity, and environmental sustainability in all interventions.
- Contribute to annual and quarterly work plans, budgets, and implementation schedules.
- Support establishment and strengthening of community governance structures, peace committees, and DRR mechanisms.
- Promote innovative, community-led disaster risk reduction and adaptation strategies.
- Provide advisory support to CSOs, LGAs, traditional leaders, and community platforms.
- Facilitate community risk assessments, early warning systems, and contingency planning.
- Support governance capacity building on transparency, accountability, and inclusive decision-making.
- Ensure compliance with CARE, EU, and AFD standards and operational guidelines.
- Participate in LGA-level coordination meetings and technical forums.
- Represent RESILAC 2 in relevant stakeholder engagements.
- Strengthen collaboration with government agencies, NGOs, private sector actors, and community groups.
- Supervise implementation in line with CARE SOPs and SPHERE standards.
- Support monitoring visits, project quality assurance, and field assessments.
- Contribute to baseline, endline, and operational research activities.
- Prepare weekly, monthly, quarterly, and annual reports, including lessons learned and success stories.
- Ensure participatory data collection involving communities and partners.
- Train CSOs, DRR committees, and governance actors on key tools and approaches.
- Organize workshops, training sessions, and learning exchanges.
- Strengthen capacity of local government officials and community leaders.
- Promote sustainability through community-based monitoring and knowledge sharing.
Requirements
- Bachelor’s degree in Development Studies, Public Administration, Social Sciences, DRR, or related field; Master’s degree is an added advantage.
- Minimum of 3+ years experience with an INGO, with at least 2 years experience in livelihoods or resilience programming.
- Experience coordinating multi-stakeholder development projects; familiarity with EU/AFD-funded projects is an advantage.
- Strong understanding of governance and disaster risk reduction systems.
- Excellent coordination, facilitation, and reporting skills.
- Strong analytical and problem-solving abilities.
- Knowledge of Hausa and Kanuri languages is highly desirable.
- Ability to work in complex and conflict-affected environments.
