    The United Nations Development Programme (UNDP) has opened applications for the position of Global Project Manager, GCF Early Warnings for All (EW4All) Multi-Country Project, offering experienced international development professionals a unique opportunity to contribute to one of the world’s most ambitious climate resilience initiatives.

    Based in Bonn, Germany, the position is offered under an International Personnel Service Agreement (IPSA-11) and is initially available on a one-year contract. Applications are open until 13 June 2026.

    The role forms part of the UNDP Bureau for Policy and Programme Support (BPPS) and focuses on coordinating the implementation of the Green Climate Fund (GCF) Early Warnings for All Multi-Country Project across seven countries.

    Supporting a Global Initiative to Protect Communities from Climate Hazards

    The Early Warnings for All Initiative was launched by UN Secretary-General Antonio Guterres with the goal of ensuring that every person on Earth is protected by life-saving early warning systems against hazardous weather, water, and climate-related events by the end of 2027.

    The initiative is jointly led by major international organizations, including:

    • World Meteorological Organization (WMO)
    • United Nations Office for Disaster Risk Reduction (UNDRR)
    • International Telecommunication Union (ITU)
    • International Federation of Red Cross and Red Crescent Societies (IFRC)

    As an implementing partner, UNDP plays a central role in delivering project activities through the GCF-funded EW4All Multi-Country Project.

    The project will support implementation in:

    • Antigua and Barbuda
    • Cambodia
    • Chad
    • Ecuador
    • Ethiopia
    • Fiji
    • Somalia

    Key Areas of Project Implementation

    The EW4All initiative is organized around four strategic pillars designed to strengthen disaster preparedness and climate resilience worldwide:

    1. Disaster Risk Knowledge and Management

    This pillar focuses on improving access to reliable risk information, scientific data, and technical expertise for informed decision-making.

    2. Detection, Monitoring, and Forecasting

    Efforts under this pillar aim to strengthen weather observation systems, forecasting capabilities, and monitoring infrastructure.

    3. Warning Dissemination and Communication

    The objective is to ensure timely and inclusive communication of early warnings, particularly to vulnerable and at-risk populations.

    4. Preparedness and Response Capabilities

    This pillar seeks to enhance the ability of governments, communities, and individuals to act quickly and effectively when warnings are issued.

    Responsibilities of the Global Project Manager

    The selected candidate will oversee the overall management, coordination, and implementation of the multi-country project while ensuring alignment with UNDP objectives and broader EW4All goals.

    Major responsibilities include:

    • Developing project implementation strategies
    • Leading annual and quarterly work planning
    • Managing project budgets and financial oversight
    • Supervising project personnel and technical experts
    • Coordinating with participating UN agencies and country offices
    • Monitoring project risks and mitigation measures
    • Organizing Project Board and Steering Committee meetings
    • Ensuring compliance with environmental, social, and gender action plans
    • Coordinating project evaluations and audits
    • Producing reports for the Green Climate Fund and stakeholders
    • Leading communications, knowledge management, and learning activities

    The Global Project Manager will also facilitate collaboration among national governments, UN agencies, technical experts, and development partners to ensure successful project delivery.

    Required Qualifications and Experience

    UNDP is seeking a highly qualified professional with extensive experience in international development, climate adaptation, and project management.

    Applicants must possess:

    • A Master’s degree in Climate Change, International Development, Environment, Natural Resource Management, Public Policy, Administration, or a related field

    OR

    • A Bachelor’s degree in a relevant field with additional qualifying experience

    Candidates should also demonstrate:

    • At least 7 years of professional experience with a Master’s degree, or 9 years with a Bachelor’s degree
    • Minimum 3 years of project management or coordination experience
    • Experience working on global development programs
    • Strong knowledge of disaster preparedness and disaster risk reduction
    • Experience with climate information and early warning systems
    • Expertise in communications and knowledge management
    • Proven ability to develop analytical reports and capacity-building materials

    Preferred Qualifications

    UNDP notes that the following qualifications will be considered advantageous:

    • Experience working with GCF, GEF, or Adaptation Fund projects
    • Knowledge of long-term financial sustainability strategies
    • Experience managing multicultural and globally distributed teams
    • Familiarity with UN agencies and international organizations
    • Experience in climate adaptation and resilience programming

    Fluency in English is required, while knowledge of French and/or Spanish is considered an asset.
