    This is a remote consultancy opportunity for experienced Monitoring, Evaluation and Learning (MEL) professionals seeking to contribute to sustainable fisheries management and environmental conservation across the Red Sea region.

    The consultant will play a critical role in designing, implementing and strengthening a comprehensive, gender-responsive Monitoring, Evaluation and Learning system that supports project performance, accountability, adaptive management and reporting requirements.

    About the Project

    The “Promoting Sustainable Fisheries Management in the Red Sea Large Marine Ecosystem” (RedSeaFish) project is funded by the Global Environment Facility (GEF) and implemented by the Food and Agriculture Organization of the United Nations (FAO).

    The project seeks to strengthen regional cooperation and sustainable fisheries management across the Red Sea by:

    • Strengthening fisheries data and information systems.
    • Enhancing collaborative regional fisheries management.
    • Improving national regulatory frameworks and institutional capacities.
    • Increasing knowledge and awareness to support sustainable fisheries management.

    Project beneficiary countries include:

    • Djibouti
    • Egypt
    • Eritrea
    • Jordan
    • Sudan
    • Yemen

    Saudi Arabia will also participate as a project partner. The Project Management Unit (PMU) will be based in Cairo, Egypt.

    Position Purpose

    The Monitoring and Evaluation Specialist will lead the development and operationalization of a comprehensive MEL framework for the RedSeaFish project.

    The role aims to ensure:

    • Effective tracking of project outputs, outcomes and Global Environmental Benefits (GEBs).
    • Compliance with FAO and GEF monitoring, evaluation and reporting requirements.
    • Evidence-based decision-making and adaptive management across project countries and components.
    • Integration of gender equality and social inclusion principles throughout project monitoring processes.

    Key Responsibilities

    The successful consultant will be responsible for:

    Monitoring, Evaluation and Learning Framework Development

    • Develop and operationalize the project MEL Plan in accordance with FAO and GEF requirements.
    • Define indicators, baselines, targets and verification methods.
    • Align MEL systems with the project Results Framework and GEF Core Indicators.
    • Integrate gender-responsive and social inclusion indicators aligned with the Gender Action Plan.

    Data Management and Reporting

    • Establish tools and procedures for data collection, validation and analysis.
    • Support national partners in project monitoring and reporting activities.
    • Prepare and quality-assure MEL inputs for inception reports, progress reports and annual work plans.
    • Ensure compliance with FAO and GEF reporting standards and timelines.

    Learning and Adaptive Management

    • Analyze monitoring results and identify lessons learned and good practices.
    • Produce learning products that support adaptive project management.
    • Facilitate evidence-based decision-making across project components.
    • Coordinate closely with knowledge management and communications teams.

    Capacity Building and Evaluation Support

    • Strengthen MEL capacities of PMU staff and project partners through coaching and training.
    • Contribute to evaluation Terms of Reference (ToRs), data provision and management responses.
    • Support Mid-Term Review (MTR) and Terminal Evaluation (TE) processes.
    • Promote ownership and effective use of MEL systems among implementing partners.

    Expected Deliverables

    The consultant will be expected to deliver:

    • An inception briefing note outlining the MEL approach.
    • A fully approved gender-responsive MEL Plan within three months.
    • Standardized MEL tools and templates implemented across participating countries within four months.

    • Timely and compliant MEL inputs for all Project Progress Reports (PPRs), Project Implementation Reports (PIRs) and Annual Work Plans and Budgets (AWPBs).
    • Complete data packages and management responses for the Mid-Term Review and Terminal Evaluation.

    • Two learning briefs and synthesis reports supporting adaptive management.
    • At least two MEL capacity-building sessions annually for PMU staff and project partners.

    Qualifications and Experience

    Applicants should possess:

    • An advanced university degree (Master’s degree or higher) in Monitoring and Evaluation, Development Studies, Natural Resource Management, Fisheries, Environmental Sciences or a related discipline.
    • A minimum of 7–10 years of demonstrated experience in Monitoring, Evaluation and Learning for donor-funded regional or multi-country projects.

    • Strong knowledge of results-based management approaches, indicators, baselines, targets and evaluations.
    • Proven experience integrating gender equality and social inclusion within MEL frameworks.

    • Experience working with GEF and/or FAO MEL systems, which will be considered a strong advantage.
    • Excellent written and verbal communication skills in English.
    • Proficiency in Arabic will be an added advantage.

    Contract Duration

    The consultancy contract will initially be offered for a period of 12 months, with the possibility of extension based on project funding availability and satisfactory performance.

    Selection Process

    • Relevance of previous assignments and work samples.
    • Overall competitiveness of the financial proposal.
