Overview

The Country Programme Evaluation (CPE) Consultant role with UN Women is a high-level evaluation position requiring technical expertise and contextual knowledge of Kenya’s development landscape.

Key Responsibilities

• Conduct a full portfolio analysis of programmes and interventions.
• Evaluate performance using criteria such as relevance, efficiency, effectiveness, and sustainability.
• Apply mixed methods (qualitative and quantitative) including interviews, surveys, and document reviews.
• Develop actionable recommendations for future programming.

Requirements

• A Master’s degree in a relevant field (or equivalent experience).
• At least 5 years of experience conducting gender-responsive evaluations.
• Strong knowledge of monitoring and evaluation frameworks and results-based management.
• Experience working in or with the Kenyan context.
• Fluency in both English and Kiswahili.
• Previous experience on UN evaluations or large donor-funded programmes is advantageous.
• Ability to design and implement evaluation frameworks.
• Strong writing skills for high-quality reporting.
