Job Summary

The World Meteorological Organization (WMO) is seeking an experienced Effectiveness Index Consultant to support the development of a global Early Warning System (EWS) Effectiveness Index.

This role involves advancing methodologies to measure the relevance, accuracy, timeliness, accessibility, and actionability of early warnings, focusing on output-level indicators within a layered, multi-hazard, people-centered framework.

The consultant will work remotely, collaborating with WMO experts and stakeholders across the early warning value chain to create, test, validate, and propose a practical indicator framework to improve multi-hazard early warning systems worldwide.

About the Role

Background:
World Meteorological Organization’s EW4All initiative aims to ensure every person is protected by effective multi-hazard early warning systems.

While current measures capture coverage and capacity, there is a critical gap in evaluating effectiveness—specifically, how warnings support protective actions and reduce impacts.

This consultancy focuses on developing an operational, testable EWS Effectiveness Index grounded in the quality of warning outputs.

Key Responsibilities

• Review initial analytical work, conceptual models, and monitoring frameworks related to EWS effectiveness.
• Identify and develop output-level indicators assessing warning quality: relevance, accuracy, timeliness, accessibility, and actionability.
• Map proposed indicators to the early warning value chain and EW4All pillars, ensuring system-wide relevance.

• Explore how other effectiveness levels—user response, perceptions, protective actions—can complement the primary framework.
• Assess data availability, quality, comparability, and gaps for each indicator.
• Engage with experts and stakeholders through consultations and validation meetings.

• Develop options for scoring, weighting, and aggregating indicators, including sub-indices.
• Prepare a testing protocol for pilot assessments in selected countries.
• Deliver a comprehensive final report outlining the indicator framework, validation results, and next steps.

Required Skills and Experience

Education:

• University degree in social sciences, economics, statistics, disaster risk reduction, meteorology, hydrology, geosciences, development studies, or related fields.

Experience:

• Minimum of 7 years in research, monitoring, evaluation, indicator development, or stakeholder engagement, preferably in disaster risk reduction or early warning systems.
• Proven track record in developing indicators, monitoring frameworks, scorecards, or composite indices.
• Experience facilitating stakeholder consultations and validation processes.
• Prior work with UN or international organizations is desirable.

• Integrity, responsibility, maturity, initiative, and creativity.
• Excellent analytical, data management, communication, and interpersonal skills.
• Ability to interpret and model data for decision support.
• Fluency in English; knowledge of additional official UN languages is an advantage.
