The World Meteorological Organization (WMO) is seeking an experienced Effectiveness Index Consultant to support the development of a global Early Warning System (EWS) Effectiveness Index.
This role involves advancing methodologies to measure the relevance, accuracy, timeliness, accessibility, and actionability of early warnings, focusing on output-level indicators within a layered, multi-hazard, people-centered framework.
The consultant will work remotely, collaborating with WMO experts and stakeholders across the early warning value chain to create, test, validate, and propose a practical indicator framework to improve multi-hazard early warning systems worldwide.
Background:
World Meteorological Organization’s EW4All initiative aims to ensure every person is protected by effective multi-hazard early warning systems.
While current measures capture coverage and capacity, there is a critical gap in evaluating effectiveness—specifically, how warnings support protective actions and reduce impacts.
This consultancy focuses on developing an operational, testable EWS Effectiveness Index grounded in the quality of warning outputs.
